If the server had one or two slots open i would get a "Unable to connect to server" when i can clearly see there are 30 people on it

DICE currently has an international embargo stopping us & iGame3 from firing up any more slots -- we're not alone here, most of the RSPs in the world are sitting with waiting lists of servers which have been ordered. We're just waiting for the go-ahead from their devs and then another 300 slots will be fired up.
